What this concern includes
Includes failures in emergency accommodation or housing-assistance assessment processes to identify, assess and establish vulnerability relevant to entitlement or access, including inadequate consideration of psychiatric or other material vulnerability, failure to progress an application to determine the applicable vulnerability threshold, and related evidence-gathering or decision controls.

- Excludes general housing shortages, unsuitable accommodation or delays in securing alternative accommodation where the vulnerability-assessment or entitlement-decision process is not itself deficient.
