Includes hazardous public paths, bridleways, harbour walls, piers and comparable routes where an adjacent drop or water creates a material fall risk and dedicated controls such as barriers, edge protection, access restrictions or hazard warnings are absent, inadequate or unreliable.

- Excludes general open-water drowning risks where no water-adjacent public route or edge-fall hazard is identified.
- Excludes ordinary path-surface, lighting, wayfinding and maintenance deficiencies that do not create a risk of falling from the route into water.
