Includes failures of controls governing vehicle stopping, parking or unloading on public roads where the stopped vehicle can obstruct traffic, reduce visibility or create a material collision hazard, including absent restrictions, clearway controls, coning, signage or comparable measures.

- Excludes ordinary parking-management concerns where no material road-user safety hazard is identified.
- Excludes general road-design, road-surface, visibility or speed-control deficiencies when hazardous vehicle stopping or parking is not the shared unsafe condition.
