Part of recurring concern: Failure to maintain roads, pavements and verges in a safe state of repair
Responses linked to these concerns

Each statement is shown once, even when linked to more than one concern.

Actions described in response An action is something a recipient says it has done, is doing, or plans to do in response to a concern raised.1

Stated by WCCStated completedThe respondent said that this action was complete when they made their response on 18 March 2019.

Respondent positions A position is what a recipient says about a concern when it does not describe a specific action.1

  1. Position

Surface dressing is not necessary or reasonable for every carriageway section below the investigatory level; relevant circumstances determine whether it would be beneficial.

Stated by WCCNo action considered necessaryThe respondent said that no further action was needed.

PFD Monitor interpretation

Surface dress the road section to restore skid resistance.

Verbatim wording from the response

“The section of road in question was surface dressed as soon as possible following the accident thus restoring the skid resistance. We can therefore confirm that following the accident, a remedial measure to improve skid resistance was carried out. The exact timing of the works was governed by the DFT guidance over the time of year when this could be done.”

PFD Monitor interpretation

Surface dressing is not necessary or reasonable for every carriageway section below the investigatory level; relevant circumstances determine whether it would be beneficial.

Verbatim wording from the response

“It is neither necessary nor reasonable to surface dress all sections of highway in which the CSC level falls below investigatory level, whether with or without previous skidding accidents. Rather it is necessary to consider all relevant circumstances to identify whether surface dressing would be beneficial in any event.”
