What this concern includes
Includes failures or hazards involving trees, hedgerows, grass, shrubbery or other vegetation that obstructs, shades or materially reduces safety-critical visibility for road users, pedestrians, or personnel performing a safety-monitoring function.
Not included
- Excludes visibility deficiencies caused solely by road geometry, buildings, walls, signs, vehicles, lighting, glare or weather when vegetation is not a material contributor.
- Excludes generic grounds-maintenance failures where no safety-critical visibility obstruction is identified.
