What this concern includes
Includes continuing deficiencies where parked or standing vehicles, parking bays or comparable vehicle-parking arrangements obstruct drivers’ visibility of pedestrians or other road users on public roads, including failures to manage parking, stopping or sightlines where this obstruction is the safety concern.
Not included
- Excludes general road visibility, road-design or sight-distance deficiencies where parked or standing vehicles are not the material obstruction.
- Excludes vehicle-design blind spots and forward-visibility deficiencies caused by the vehicle itself.
- Excludes vegetation, lighting, signage, road markings and pedestrian-crossing deficiencies unless parked or standing vehicles are the direct cause of the obstructed driver visibility.
